The European Medicines Agency (EMA) has announced significant updates to the European Shortages Monitoring Platform (ESMP) as part of its ongoing efforts to strengthen medicine‑shortage prevention, monitoring, and mitigation across the EU. The platform is undergoing expansion with new functionalities, and several new and revised support materials are now available.


Key Updates

1. ESMP Functional Expansion

EMA is advancing development of several new ESMP workflows and analytical tools intended to better support Member States and the Medicines Shortages Steering Group (MSSG):

  • Voluntary Solidarity Mechanism Workflow (Member States)
    A new data submission and management workflow enabling Member States to report critical national shortages and allowing other Member States to indicate available stock for potential redistribution.

  • Critical Shortage Reporting Workflow (Member States)
    An enhanced workflow building on the current reporting mechanism used by National Competent Authorities (NCAs). This update streamlines the submission and management of critical shortage notifications.

  • Vulnerability Assessment Methodology Testing (MSSG)
    In preparation for upcoming pharmaceutical legislation reforms, this tool will support MSSG testing and automation of a new methodology designed to identify supply‑chain vulnerabilities for essential medicines. The functionality will enable step‑by‑step methodology testing and initial large‑scale assessments using defined indicators.


2. Updated ESMP Webpage Structure

EMA has reorganized the ESMP webpage to improve navigation and access to support materials. Content previously housed on a single page has been redistributed into two dedicated subpages:

To help stakeholders meet ESMP reporting obligations, EMA has published new factsheets and updated FAQs:

  • ESMP Factsheets
    Four concise one‑page summaries outlining reporting obligations and processes for Marketing Authorization Holders (MAHs) and NCAs during routine shortages, crisis situations, and MSSG‑led preparedness actions.

  • Updated ESMP FAQs
    Expanded and revised FAQ content, with details on recent changes captured in the included revision history table.
